Do I need a separate page for every service I offer?
One page per service people search for by name and that you genuinely deliver differently. Not one page per phrasing of the same job. The test is whether a page can say something a buyer needs that none of the others can. Pages that exist only to repeat a keyword with one word swapped are doorway pages, and Google names them as such.

The test, before the list
Write down what a page would say that no other page on the site could say. If the answer is a genuinely different job — different price, different process, different questions from the buyer, different photographs — it is a page.
If the answer is the same job with a different word in the heading, it is not a page. It is the same page twice, and publishing it twice is worse than publishing it once, because the two now compete with each other for the same search.

When separate pages earn their place
Services that buyers search for by name deserve their own page. Someone searching for gutter installation and someone searching for roof replacement are different people with different budgets and different questions, and a single services page serves neither of them as well as two pages would.
The page earns its place by carrying the specifics: what the job involves, what it typically costs, how long it takes, what the buyer has to decide, what it looks like finished. That material exists for a real service and does not exist for an invented one, which is why the test works.

Where it turns into a doorway
Google's spam policies name doorway pages directly: pages made to rank for particular searches that all funnel the visitor to the same destination without being useful in themselves. A set of near-identical service pages differing by one swapped phrase is the textbook case.
The second cost is quieter and arrives sooner. Several pages covering the same thing split the signals that should have accumulated on one, so the site competes with itself and every one of the pages ranks worse than the single page would have.

What this looks like in practice
Most service businesses land on somewhere between four and eight real service pages, and are surprised by how few that is after being sold thirty.
Build the pages that pass the test first and fill them properly. If a service later turns out to need splitting because buyers ask about two halves of it differently, split it then — that is evidence rather than speculation, and it arrives free from the questions people actually send you.
