Google ranks pages against searches. It is assessing whether this page answers this query better than the alternatives, using the content, the signals pointing at it, and the record of how people have responded to it in results.
None of those inputs asks who built the page. There is no builder field, no penalty for a template, and no bonus for hand-written code. A DIY page answering a question thoroughly beats an agency page answering it thinly, and this happens constantly.

Thin pages, most often. A site built in a weekend usually has a homepage, an about page, and a services page listing eight services in eight lines. There is nothing for Google to rank against a specific search because nothing on the site addresses one.
Then structure. Everything lives one click from the homepage with no hierarchy, so nothing signals what the site is mainly about. Then speed, which is almost never measured because the owner is testing on a laptop on office wifi rather than on a phone on cellular.

Where the ceiling is real
Time is the binding constraint, not skill. The work that moves rankings is writing pages that answer real questions properly, and that is slow whoever does it. An owner doing it between jobs will do it slower than someone doing it full time, and that shows up as months rather than as a lower ceiling.
The technical ceiling arrives later and in narrower places: markup the builder will not let you control, a speed envelope you cannot get under, page types the tool cannot model. Those are real, and they matter in competitive markets and almost nowhere else.

The honest version of the decision
If the market is not fiercely contested and the owner will genuinely do the writing, DIY ranks. Plenty of trades businesses rank on sites their owner built, because they knew the work and wrote about it properly.
Hiring buys speed and the parts that are tedious to learn — structure, performance, markup, the redirect discipline when things move. It does not buy a ranking that a well-made DIY site could not also earn. Anyone who tells you the platform is the reason you are not ranking has not looked at the pages.
